The department and the Manosque CCAS (social welfare service) play a part in the life of senior citizens. Whether they are in their homes or institutions, they are informed of their rights, and may receive financial support. There are two sorts of financial assistance for senior citizens: “allocation personalisée d’autonomie” (personalised autonomy allowance) and “aide sociale départmentale” (departmental social aid).
The (Apa) Allocation Personalisée d’Autonomie
People over 60 can benefit from the Apa. It is not subject to a means test. The monthly allowance is calculated according to the level of dependence in the home. This is assessed by a medical and social team from the department. A support plan is established according to the needs of each Apa beneficiary: home help (meal preparation or delivery, housework, administrative procedures, etc. telecare, adaptation of the home to the conditions of dependence (equipment, material, works, etc.) temporary accommodation in an institution.
Departmental social aid
The departmental social aid is given to senior citizens in difficulty. It is calculated according to the resources of the applicant and their family. This aid can cover part of the costs for remaining in the home (domestic help, meal delivery, telecare, home improvements), or being placed in accommodation. Note: this aid is considered as an advance made by the community to the beneficiary. The Department recovers the sum advanced in the event that the beneficiary no longer needs the aid, or after death.
